Yeah for a long time, continuous authority payments were horrible to get stopped. They do indeed persist through card reissues. Though, pressure over recent years has meant banks can do a lot more now, but sometimes frontline agents won't be aware, so you might have to push.

In my experience, Qmee. No minimum for withdrawal and fast payouts. It's not one I'd say is super reliable, though they try to get rid of surveys they think aren't behaving fairly, but I've literally used it to make cash to spend same day when in a bind.
