OK let me finish what I've started here so everyone knows for future. When you end a listing the item goes into your 'Unsold' box and there is a button there that lets you relist. I de-listed more than 1 item using different reasons and the end result is the same so that's good.

Re: your comment above @homie, my understanding having read the max £1 fee T&C's (which I admit could be worded better overall for clarity) is that AUTOMATIC relists are excluded or items listed before the promotion that are set as GTC (Good 'Till Cancelled). There's no indication I can see that precludes one from ending a listing and then relisting it during the promotion in order to benefit from the offer.

What is still unclear (to me at least) is when do these automatic relists take place? Is it every 7 days? I've had my items live for about a fortnight and at no time have I been asked or informed about an auto relist but the items have been live continuously since I listed. Does this mean that if my item automatically relisted this morning (during the promotional period) that I cannot then de-list and then relist it and still qualify (since it already auto relisted)?
I think automatic relisting is every 30 days.
You may be right about the relistings. I guess the only way to find out for sure is to try it. Let us know what happens, if you don't mind.

Well I could call them and ask too, I'm a concierge member so I'll be connected in no time, but if this works and it's a loophole then I'll be bringing it to their attention and next time it might be added to the exclusion list. So, I shall just test it and see. I'll relist the de-listed items again over the weekend and if they sell I'll check the final value fees charged to me. (The only downside to this method is if the items don't sell again we'll be none the wiser).

One more thing regarding the auto-relisting, if it's every 30 days then I wouldn't actually have needed to de-list and then relist as under the terms of the promotion the items must sell within the first listing period in order to qualify. My current items have been up about 2 weeks and they were listed under the last £1 max fee offer ebay sent me. I'll look around for the answer in the ebay literature just to be sure as 30 days would make me wonder why the £1 offer has been sent to me twice in as many weeks!

Relisted 3 items today and they ALL qualify for the £1 max selling fee promo again. So there's the tip. De-list and then relist in order to take advantage, makes such a difference.

I was a little mixed up before regarding the relists, ebay only "relists" an item that is up for auction and then the auction ends without the sale of the item, the item is then automatically put back in an auction (as I understand it) and this is called a "relist". However, if you put an item up for Buy it Now or Best Offer, the item is "Good Till Cancelled (GTC)" so it's just one continuous listing and as far as I can tell it will just sit live indefinetely until it sells or the seller removes it, thus no "relisting" occurs.

In order to take advantage of max £1 selling fee offer however, your "Buy it Now" item needs to be listed (or relisted if auction style) during the promo period, if it is already previously live from an earlier listing and is running GTC then you'll need to end the listing and relist it in order to qualify!

Hope this is clear.
