I assume you're talking about an iPhone/iPad. How long have you been waiting, if I'm on my work wifi it can take a LONG time to put photos onto iCloud.

Second thing to do is check your current storage capacity.

Click on settings

Scroll down to iCloud

Should be an item called storage which will say how much is available.
If that is 0gb (or nearly 0) then you've probably run out of space, you can click through to it then click on manage storage to see which individual bits are taking up space. If there's anything in that list that doesn't make sense then stick another message here and I can follow up.

[member=928]askgar[/member] I have 50gb of cloud storage, 47.7gb available. My phone memory is shit - used 12.2gb and 87.5mb available. Does that have anything to do with it?

It shouldn't make a difference, if there's space in iCloud the photos should be transferred to it. Have you tried the obvious things like switching the phone on and off, turning the network on and off, etc. I've seen this issue on my phone before (64gb phone with about 30gb available) and it usually just fixes itself, I think sometimes it gets stuck uploading one photo, and won't upload the rest until that one is done.

I deleted some messages from 2012, and magically, my phone is now backing up to the cloud :/

It's worth making sure that in the photos section of your settings you have chosen 'optimise photos for this device'. That'll help create some free space on your device. The iCloud backup service struggles if you only have a small amount of free space.
