I find the PA forum so confusing so am asking my question here. When looking at the oddsmatcher sometimes only one exchange will show. Does this mean that I can only use that exchange for that bookie? Or am I free to use any one unless the offer specifically mentions anything about exchanges?

Using specific exchanges?

You can use any exchange providing they offer that market, but oddsmatcher will only show you the ones that currently have money available at the odds needed to make the offer profitable. If you check again in ten minutes you may find another exchange has popped up as better odds are now available. Doesn't hurt to do a manual check of the exchange to see where their odds are at if you want to.
