Can someone please confirm if the decimal odds are 4.0 and is it better to go for a horse with odds over 6.0 to account for any changes in the SP (starting price)?

I put a bet on before quite early and I ended up having a 'reduction factor' applied at s markets as a horse had dropped out and affected all the other odds.
Then if its too close to the race I find the odds move so fast on s markets it's hard to pin the right one down.
also being really nosey but how much have people got in their bank/exchange to play with tomorrow? I've just started back so nothing huge.
