I'm not aware of a 2% offer at the moment. The only way I can think you could check is to look at you profit and loss account and click on one of the recent bets. You should see the commission % you paid there.Also as a side thing, does anyone know where betfair shows the new commission you opted into, even there help chat agent couldn't tell me (only thing they kept saying was free bets / refunds would be credited at end of month - even thought i kept telling them i opted for the 2% commission which doesn't have these offers)
All their help articles still state 5%.

No it’s not taken a lot of work, I’ve just got into a routine with it all as as time goes on your confidence increases so you do horse refunds, then accas, then 2up, then price boosts etc
